APA submitted a response supporting the U.S. Department of Education’s Notice of Proposed Rulemaking for Federal trio Programs (PDF, 216KB)opens in new window, which would enable high school students to participate irrespective of their immigration status. The comments focus on the implications for educational equity and access, particularly for immigrant students.

APA strongly supports the proposed changes to the federal trio programs, which assist low-income, first-generation college students, and individuals with disabilities in progressing through the academic pipeline from middle school to post-baccalaureate programs. The association emphasizes the importance of a population health approach to mental health and well-being, which is furthered by equitable access to education notwithstanding immigration status.

APA also recommended expanding eligibility for additional programs, the Ronald E. McNair Postbaccalaureate Achievement Program and the Student Support Services Program, to undocumented immigrant students, which would help them pursue graduate education and access support services.
