APA Services secures reintroduction of bipartisan ADAPT Act

On July 17, 2025, Senators John Barrasso (R-WY) and Michael Bennet (D-CO) and Representatives Troy Balderson (R-OH), Suzan DelBene (D-WA), Debbie Dingel (D-MI), and Carol Miller (R-WV) reintroduced the bipartisan, bicameral Accelerating the Development of Advanced Psychology Trainees (ADAPT) Act (H.R.4484opens in new window/S.2356opens in new window), which would allow Medicare to reimburse for services provided by advanced psychology trainees (doctoral interns and post-doctoral residents). Specifically, this legislation—drafted by APA Services and first introduced in the 118th Congress—would direct CMS to develop a Medicare modifier, allowing psychology trainees to bill for behavioral healthcare provided under the supervision of a licensed psychologist.

With recent cuts to federal financial assistance for graduate/professional study through the budget reconciliation process, legislation such as the ADAPT Act, along with other key federal psychology workforce development programs, will be critical to supporting the education and training of future psychologists ready to meet the growing behavioral health needs of the nation. APA Services will continue working with the bipartisan House and Senate bill sponsors to build support for the ADAPT Act and look for opportunities to advance it this Congress.
