APA Services submitted public comments to the Department of Homeland Security (DHS) opposing its proposed rule (PDF, 289KB)opens in new window, which would limit the length of time international students and scholars can remain in the U.S. while studying, working, or conducting research. If finalized, the proposed rule would change the current duration of status, which allows international students to remain in the U.S. for the entire duration of enrollment in an institution of higher education, to a fixed 4-year or 2-year term, with a complicated extension-of-stay process.

In its comments, APA Services highlighted the impacts of this proposal on U.S. scholarship, cultural exchange, economic competitiveness, and the nation’s healthcare system. Specifically, it underscored concerns over placing limits on length of study for doctoral psychology students, researchers, and trainees, and what the implications of that would be for psychological science, as well as meeting the growing demands for behavioral health services. Given these concerns and the flawed reasoning from DHS regarding the necessity for this policy change, APA Services asked for the proposal to be withdrawn.
