APA Services submitted testimony for the record for the House of Representatives Education and Labor Committee’s Subcommittee on Early Childhood, Elementary and Secondary Education hearing (PDF, 270KB)opens in new window, Serving All Students: Promoting a Healthier, More Supportive School Environment, held on February 16, 2022. The testimony provided evidence of the harms and ineffectiveness of exclusionary and punitive discipline practices, such as expulsion and suspension, seclusion and restraint, and corporal punishment.

To help promote positive school climates, meet students’ academic needs, and support their psychological well-being, APA Services called on Congress to make long term, sustainable investments by considering legislation in several key areas:

  • growing and diversifying the educator workforce;
  • increasing access to school-based mental health services;
  • fostering healthy, positive school climates; and
  • investing in early childhood education.
