On June 29, 2023, APA Services responded to two sets of rules proposed by the federal Centers for Medicare and Medicaid Services. Together, these rules intend to boost access to services—including mental health, behavioral health, and substance use disorder services—for beneficiaries enrolled in Medicaidopens in new window and the Children’s Health Insurance Programopens in new window (CHIP).

Among other provisions, the proposed rules include measures to enhance transparency of reimbursement rates in state Medicaid programs. The association’s response asks the Biden administration to set a higher standard for reimbursement rates (PDF, 411KB)opens in new window to attract more mental and behavioral health care providers to the Medicaid and CHIP programs and enhance beneficiary access to these services. The response also asks for the comparative rate analysis for Medicaid programs proposed under these rules to be more reflective of services provided by psychologists.

APA Services will continue to work with the administration on solutions that enhance access to mental and behavioral health services through all public and private insurance programs.
